Allow VAT numbers to be entered pre-registration date

I've just registered a client for VAT with effect from 1st Sep. I can create the VAT scheme in advance but it won't allow me to enter the number anywhere yet so i'm presumably going to have to make an external note so I remember to do it which seems daft (but perhaps there's good reason).
