Account admins who aren't the main account owner can now delete users

All those with admin rights on their Clear Books account can now delete non-admin users from their account.

Previously only the main account owner could delete other users. However, as the main account owner is often the accountant, we recognised that those from within the business need the ability to manage their employee access.
