I am trying to convert PO's into bills and input new bills but I keep getting an error message

Have you clicked 'here'.
Sounds like somebody's locked one of your accounting periods which will stop you doing what you're trying to do.
Do you have access to the accounting periods page or has your accountant set you up on Clear Books and restricted access to it?
