When editing an existing bill newly added items are not persisted

1) Edit an existing bill.
2) Add a new item.
3) Hit save.

Important: the bill should be active, not draft.
Hi Zoltán,
I can confirm that if you click the 'Update' button once you have added the new item to the edited bill, it will keep the bill as 'Approved' instead of 'Draft'.
That's the desired effect at least for me, yes. But the newly added item should be persisted, right?
