Validation issues that need to be addressed before this Full Payment Submission can be submitted to HMRC

Has anyone experienced this message when attempting to submit the EPS? The full error reads "On an Employer Payment Submission there must be an entry in at least one of NOPAYMENTFORPERIOD, RECOVERABLEAMOUNTSYEARTODATE, or QUESTIONSANDDECLARATIONS"
