will i be able to restart and backdate all accounts on clear books as i just started accounts 20 days ago .

You can add those as opening balances on the Dashboard>Getting started debtors/creditors - this menu allows you to create invoices and bills prior to your start date (determined by first reporting period )in Clear Books.

Yes, you can backdate your accounts if you like. When you say restart though - have you started adding in data already that you want to clear?
yes i have added data , will i be able to enter all expenses , invoices , purchases from scratch as i will have to enter for one month only as my business started the 21st of dec 16. will i be able to back date and match to the dates of original invoices
You can reset all data on the Settings>Configure system>Reset menu if you wanted to start from scratch.
However, if the data in at the moment is all fine then you can just add in transactions missed for the previous months. When does your first reporting period begin from on the Settings>Accounting>Periods menu?
i set it to 1st January to 31st dec but my first transaction started on the 21 st of dec for purchase and a sale on the 26th of dec how do i enter that
