Ex-employee restarting

Can somebody remind me of the process please? I've got a feeling the system doesn't handle it very well but I could be wrong.

Yes, we have encountered this before. A workaround would be to create the employee with no details other than their name and save it. After you have done that, go back to edit and add the rest of the details. It should all work as normal from there.

You will need to add them as a new employee, with a new start date, along with everything else. Have you encountered any specific problems doing this before?

Yup - it doesn't add the new employee, it seems to pick up the fact there's an existing (or ex) employee with the same details and therefore doesn't create the new record.
