Hi, VAT return error message from HMRC

I have an error message from HMRC when submitting a VAT return as they believe the amount I am submitting is more than expected from box 1 and box 6 (VAT return). Would this be because I have suppliers who are not VAT registered and I've set them up as 0% VAT instead of exclude from VAT return and their invoices are being picked up (no VAT obviously)?
