Credit notes: "Restricts the allocation of a payment against a credit note to be for the full amount of the credit note only"

Is there a particular reason why?

Hi Kevin,

They told us that the reason was that allowing part-payments would have made it much more complex to implement and test and hence would have added a lot of delay to getting the functionality out.

They decided that releasing it with full payments only was preferable.

Part-payments are likely to be implemented at some point in the future, but I can't say when.
