Setting budgets for nominal codes

How come the guidance here https://www.clearbooks.co.uk/support/guides/uncategorised/how-to-create-a-new-budget/ does not match the trial version of the software we are running?

I cannot find any way of creating a budget for a nominal code.

If there is no budget v actual comparison by nominal code then I am afraid this software is not for us.
