I have created a "Bill" payment for VAT paid to HMRC from previous quarter (before i started using this software) - there doesn't seem to be a category for VAT payments in the drop-down menu -

If you are referring to the account - it's best to use the VAT control account. If this doesn't appear, head to the Settings>Accounting>Account codes menu and make sure the check box beside VAT control for show in purchases is ticked (and update at the bottom):
This account should appear when explaining the payment.
