Which flat rate

I own an online store retailing blinds. We have added a measure and installation service which can only be purchased when buying a blind. The installation is then sub contracted to an independent fitter not employed by us.

Would this mean we should use 7.5% rate under other retail or the 9.5% construction rate to be safe. The majority of our sales are purchased on a supply only basis
