CIS deductions for gross subconctractors

How do I create a bill for a subcontractor that is registered as gross payment on the CIS Scheme?
For example I need to add them on to the bill as a CIS subcontractor but with a 0% tax deduction. I would also need them to appear on the CIS return at the 0% rate.
