Kick start / Sponsor ideas - allow people to sponsor their favourite ideas

Allow users to sponsor ideas on the network. Any user could add any amount to an idea, and then once it gets implemented Clear Books could take the payment. This would act as an incentive to implement ideas, and also provide a means of financing to get ideas implemented more quickly.
