New file upload does not work

The new upload function for scanned receipts appears to have been implemented without being tested. First it gave me a full size picture of a previous receipt so that I could needed to scroll to find out what this was and what I was supposed to do. Once I had deleted these receipts so that I could actually see the options on the screen, it gives no indication whatsoever that it is successfully uploading a file or not. I waited for 15 minutes to see if it would do something after I had selected the scan I wanted to upload, but no progress report, no change, nothing. I finally cancelled and will keep my receipts separately until this function has been tested and debugged (or the old function is re-implemented).
