New user - creating bills

Hello.

I set up a new user in our system. The only permission for this user - "Create bills", nothing else. However, system does not allow them to create bills when they log in, "invalid permissions" message comes up when clicking on "purchases".

When I added another permission - "List bills", it then allows them to create new bills but also gives user access to view all the bills, which is not what I want.

How can this be resolved?
