Inconsistent handling of PDF downloads

This isn't a major problem, just irritating when running reports: the handling of 'Download a PDF' between a Balance Sheet report and a Profit & Loss Report is different.
The BS report (correctly, I think) causes the browser to download a file and offers to Save or Open it.
The P&L report instead opens the PDF directly in the browser, so you have to then manually save it somewhere (which often isn't the Downloads folder).
Can this be made to be consistent, please. Indeed, would be good if all PDF handling (invoices, etc) was consistent, causing a download and not opening in the browser by default.
