what is a HMRC contact? A telephone number...a person... an address... ?

It is simply a contact to represent HMRC in the system. You can select one or simply leave as add new and the system will auto create this for you.

A filter contact is a contact to filter a page by so that only transactions linked to that contact appear on the page.
